With reference to your letter No. 57 of the 23rd. of last March, I am directed by His Excellency the Governor to invite your attention to the fact that, the Chinese Govern- -ment having prohibited the import of morphine, there remains
no country to which morphine can be exported from Macao. Never- -theless the export of morphine from Hongkong to Macao is, as the attached return shows, considerable and appears to be in ex- -ceas of any possible local consumption in Macao.

In these circumstances His Excellency is compelled to conclude that an attempt is being made by dealers to smuggle the drug from Hongkong via Macao into China; and, subject to any information which your Government may possess as to the destination of morphine imported into Macao from Hongkong, His Excellency suggests that the best course will be for the Government of Macao to entirely prohibit the import, except for medicinal purposes, of all morphine, compounds of opium and cocaine. This would enable His Excellency to refuse permission to export such drugs from this Colony to Macao except upon produc -tion of a certificate from your Government to the effect that the drugs were required locally for bona fide medical purposes and not for re-export.
